Not a bother at all. Changelings are naturally poor swimmers (It’s rather hard to stay afloat when full of holes) and prefer to avoid large bodies of water for anything but drinking. While changeling seaponies/kelpies/sirens could happen there is no record of such creatures for the aforementioned reasons, and there are few if any sentient fish.
I’m not sure why such a thing would happen, or why a Queen would choose to turn a whole herd of cows who exist in separate social (and often subservient) circles from ponies, but it could be done. Cow changelings would be bulkier than their more typical kin, and slower as well with relatively little of their original forms remaining.
A changeling’s mimicry and magic can allow it to take on all manner of disguises, including nonponies, though these are more difficult to assume. The larger a disguise the more difficult it is to maintain, and a changeling’s disguise can never exceed its own mass so while a changeling could become a giraffe it would be a rather light one.
A giraffe can become a changeling following the same process as most other creatures. The results tend to be lanky and awkward however.

There is a rather poignant difference that bleeds over to the real world equivalent, the intention. The costume’s intent is to masquerade as something scary, and inadvertently and unintentionally to belittle and mock a group. Changelings emulate others to hunt, or to hide depending on canon, not to mock those they mimic. The same can be said for the real world equivalent of these messages, what people see of a culture’s stereotype is not solely what they are, and perpetuating that only serves to harm the culture.

They can take the guise of one, yes. More than once Papi has caught one of her drones playing at being their Queen. She finds it flattering, and usually funny. Especially when Buzz Buzz tries.
-Not only are a friends’ fears not to be taken lightly, they are to be respected.
-When a friend is willing to, and tries to come out of their comfort zone they may require, and welcome support, even if their attempt is considered poor by some.
-Facing one’s fears does not mean that the fears are gone, and if after facing them someone is still uncomfortable with them, or prefers their own means of handling them, that should be respected rather than pushing them to take further steps for your own convenience.
