It doesn’t sound like Texas banned gay marriage again, so much as it is that it’s been made into law that individuals in the clergy can refuse to officiate a marriage involving a gay couple.  Other members of the clergy can still officiate the ceremony if that individual isn’t a bigoted asshole (it can happen, even in Texas), couples can still seek marriage licenses without ceremony, and Texas is still required to recognize members of gay marriages as legally married.
