Headcanon: Since she has been surrounded by changelings, Papi has yet to realize she is speaking in chirps and buzzing noises and is unable to speak or understand common equestrian. She has to relearn how to use it because of the change in her throat anatomy.
Sadly no, Papi still speaks proper Equestrian.
