Being “too scary and misunderstood” is not a flaw. Being prone to jealousy enough to let it consume oneself is a flaw. Refusing to accept change is a flaw. Excessive pride is a flaw. Luna has exhibited all of these, and though Luna Eclipsed and her other appearances acted to move her beyond them to a point, they are still present and therefore may still be used to allow her to grow.
Luna has only had a major role in 2 episodes, yes, but Celestia’s major role has been as a plot device to summarize a lesson, not to establish a character. Never have I said that Celestia didn’t have an established personality, I have argued that she had less development as a character than her sister did. A continuously recurring character in a running show does not develop if they remain static as Celestia has. Has her role been set, yes. Has she been in many episodes and had speaking roles, yes. This does not mean that she cannot change and grow. The main characters change and grow and adapt to what they experience and learn, this is not the case with Celestia who was perfect from the start. She does not develop, she merely is.
Luna’s character is poorly displayed due to a lack of screen time, yet it is still there and she has shown growth and development as a character.
There is a difference between looking at what is canon and using it as a basis and support from which to develop an opinion, and working solely in what is shown on the screen.

Foxy, the premise of Luna Eclipsed isn’t Luna scaring ponies and finding new ways to do so, it’s about her interacting with her subjects after her long absence, and adjusting to the changes that have occurred while she was banished. In just a handful of scenes we see pride and reverence for the past that she knew, but also an eagerness to interact directly with her subjects and to experiment with and enjoy the customs that had become popular while she was away. It was not Luna scaring others, it was others being afraid of her.
That article does virtually nothing to further establish Celestia, only counteract a handful of popular fanons surrounding her. Within it raises the point I made earlier, Celestia is portrayed as flawless.
I call Luna flawed and dynamic, because she is flawed and because she is dynamic. The few times she has been in an episode she was different from how she was before. She had changed in order to adapt to the new world she had found upon her return. Celestia has not changed at all during the series because there’s no room for her to do so, she is as perfect a being as can be in that world, and that’s not an attractive aspect to many people.

It says that she and Celestia were to rule together, equally, to maintain harmony and balance, yet her work was ignored while Celestia’s was enoyed and lauded. When one sister is celebrated while the other is ignored, is that not cause enough for jealousy?
While the overview does not give explicit detail about her descent into jealousy and bitterness, it does nothing to support Celestia either saying only that she tried to reason after the fact.
Is Luna guilty of the jealous, under-appreciated sibling cliche? Yes. This is a relatable situation though, one that people can sympathize with. Celestia’s only defining characteristics are that she is motherly to a few directly, and that she is good. She has no flaws, and while to some that is appealing, it is not relatable. Luna is established as a character who is flawed and dynamic, even if she has had little screen time.

People enjoy characters that they can relate to, not just that they find aesthetically pleasing. Observation of a character’s few appearances, and extrapolation can easily result in a more defined character than those appearances and actions of a recurring character who has the same, unchanging role.
This is the case with Luna. Her character is more developed in the first 5 minutes of the pilot than Celestia’s is through the bulk of the first season. Luna is a more relatable character than the infallible Celestia.

People are too mired in nostalgia. Take for example the case of sexual dimorphism in Pyroar, a lion. There are some who would boycott the games because the male LION has a more pronounced mane than the female LION. However, there wasn’t any problem with sexual dimorphism being a prominent differing point of Generation IV, and being present in the Nido-tree since the first games.
I hate how many people are getting pissed off about mechanics/designs/ideas in Pokemon X and Y before they’ve even touched it. I love how most of the mechanics that are being complained about have been in place for several generations already.
