You can’t compare mods in games to re-colouring someone’s art, they are two very different things. One is illegal should the owner place a copyright license over it strictly forbidding it, the other is not and is encouraged. :/

The two are comparable, but not identical.  I don’t care for mods in general, but it’s the attitude that it’s the mods that make a game good and not the game itself that bugs me the most.
