If it ever came down to it, Papillon could enthrall one of her subjects with relative ease (moreso than Chrysalis because it would be unexpected).  Papillon has different moral guidelines however, and strongly frowns upon the idea.

As for teeth cleaning, while some changelings rely upon the fire they conjure upon changing form to rid themselves of filth and parasites, others prefer to bathe normally, and may scrape their fangs clean upon certain stones.
